Cops routinely make their rounds at restaurants, not for a hand out, but to make sure everything is OK. I see nothing wrong with the owner saying "Thanks for stopping by" with a burger or even just a cup of coffee on a bitter cold night. The cops will then return more often than on their regular rounds. Witness the Seacrest Diner on Long Island back in the 70's. A carefully planned hold up turned ugly and resulted in multiple rapes and murders. They knew it was an easy mark. The owner wasn't "cop friendly". Not even a cup of coffee on a cold night.
