A: Short answer: no. Medium answer: I would pay more for a good restaurant with good food and good service. Longer answer: I doubt if you paid more the management would suddenly say hey we'll pay the chef more. If you complimented the chef and said you were giving him a tip then maybe some would go to him. If everyone who went said the chef is great, you should put prices up and pay the chef more than perhaps management would consider it -- but in this day and age when most people act only for their own good the management might pocket any extra and pay the chef the same.
